Abstract

Aviation has become one of the most viable means of transporting passengers and cargo. In view of the development of systems, there has been an exponential increase in the use of Drones, which has brought new concepts and possibilities to air operations. According to ICAO (2021), without due global harmonization, damage to safety, system reliability, economic efficiency and the environment may occur. Drones are subdivided into three categories: (i) Remotely Piloted Aircraft (RPA), (ii) Model Aircraft and (iii) Autonomous, the first of which currently interacts with the ATM in an accommodated manner. Unmanned Traffic Management (UTM) seeks continuous safety for air traffic and people on the ground, proposing that there are sufficient methodologies for the effectiveness of Urban Air Mobility (UAM). The development of this research is justified due to the indispensability of harmonization regarding complex operations with Drones at low altitude. The objective is to present, in a socio-technical context, the UTM as the genesis for the integration of Drones to the Brazilian airspace, through safe and adequate structures, in which Regulatory Bodies, service providers, explorers and Remote Pilots can share data and information from and for urban mobility. As a methodological assumption, there is an exploratory research, based on a qualitative approach. It is envisaged that the conclusion of the study will answer whether the entities involved are able to have the information in real time, as well as if there are adequate structures on the part of the service providers and, also, if there is feasibility in promoting the triple helix (government, academy and companies) for the development of UTM.
